Scope :

The key objective of this consultancy service is to reduce the project risk to the SBK Line Project arising from any gaps, ambiguity, conflicts or rogue requirements stated in the above set of System Works Packages and Civil Works Packages. Risks to the project are considered to comprise of cost and / or time implications to the Project resulting from significant Instructions, Variations, Claims, Disputes, Delays and lack of Performance due to the above mentioned deficiencies. Therefore the objective is to develop and implement a system engineering framework to cover the KVMRT Project lifecycle for the SBK Line, which includes requirement management, change management, configuration management, interface, program control, design verification and validation and system integration. This is to ensure that the technical and general requirements captured in each of the System Works Packages and Civil Works Packages are going to be fully met, systems are seamlessly integrated in functions, equipment installed are compliant to the stated international standards and to reflect the best industry practice so that the whole Project will be delivered on time, within budget and to the best quality specified.

  1. Establish and maintain a systems engineering framework capable of supporting multi-discipline project throughout the whole asset lifecycle, taking into account design, construction, testing and commissioning, operations, maintenance and asset replacement considerations;
  2. Prepare and implement Systems Engineering Management Plan;
  3. Set up requirement databases to capture all user and statutory requirements for verification and validation;
  4. Establish and update a computerised model with textual and graphical displays showing the logical, functional and physical interface relations between various systems and recommend mitigation measures for delay or changes that may arise due to interface / integration problems;
  5. Establish and update a computerised Change Control System for Change Identification and Control; and
  6. Develop and control various programs of the Project including Integrated Master Implementation Programme, Time Chainage Programme, Coordinated Station Installation Programme and Programme to Completion.
